Small towns where there are no jobs have surplus housing. Cities where there are jobs have shortages. House ownership is higher in small towns than big cities. As a general rule small towns dont have many STEM or Business jobs. It's a lot of mining, farming and manufacturing jobs which you can do well in but don't require degrees.
