I know someone who hasn't paid his taxes in a few years and has a few hundred thousands of dollars.
Is there a way I can report him for my own profit?

You could probably anonymously threaten to report him and extort some bitcoin ransom or something. But this is not a big enough deal that the IRS would reward you for reporting him. To get a whistleblower reward it has to be millions of dollars in tax evasion and you have to present credible actionable evidence.
