They are going to start giving mining rewards waiting for the hashrate to be at a level their comfortable or until a certain amount of blocks are mined. Basically the main net will be turned on but won't be used by anything till they are comfortable.

The way they have set up mining I can see slot of people jumping onboard to mine it. Takes hardly any power to mine and since it only mines for a few minutes each hour you can mine something else in the meantime so people already mining eth don't have to do much to get zil. The bootstrap phase will be a month at the longest I'd say.
