That's how a decentralized community is supposed to work. Core devs do not work in a vaccuum, all parties that want the blockchain to work smoothly contribute how they can, not necessarily by directly writing code, but also by testing and researching. And those third parties have an equal responsibility to prevent bugs as the actual devs, because if they think they could do better, they can. Anyone that wants to be is a dev.

The point of the transfer and send was to forward insufficient gas to modify state. If you look at the solidity docs, this is why they were considered "non-reentrant"
