it's a bug that wasn't exploitable due to an EVM limitation. no one wrote the code with that limitation in mind. They just copy pasted code from others who wrote it wrongly.

That's how a decentralized community is supposed to work. Core devs do not work in a vaccuum, all parties that want the blockchain to work smoothly contribute how they can, not necessarily by directly writing code, but also by testing and researching. And those third parties have an equal responsibility to prevent bugs as the actual devs, because if they think they could do better, they can. Anyone that wants to be is a dev.

The point of the transfer and send was to forward insufficient gas to modify state. If you look at the solidity docs, this is why they were considered "non-reentrant"

People writing smart contracts with this assumption include open zeppelin, and if you look at their audits they recommended using send/transfer to avoid this bug
