My mother wants me to manage $100k over a longer period. I'm debating between an equal weight ETF, or directly running a random equal weight portfolio that filters out any stocks with a high short interest ratio.

The annoying thing with equal weight ETF's is that while in theory they handle trading expenses better than running an equal weight portfolio yourself, it's impossible to find a good fund that combines the equal weight strategy with something else (selecting for growth, value, momentum, short interest, volatility, etc etc).

My planned strategy if I run the portfolio myself is to tilt it a bit towards momentum, and using increases in short interest as a cue to sell instead of a quarterly rebalancing

The term you're looking for is 'cash position'. Keeping a certain consistent percentage of your portfolio in cash is important for pretty well all trading strategies. I think I should clarify, ex ante conscious planning is impossible not because we lack data or computing power, or even because there's something special about humanity which prohibits of us from anticipating things. Third is Richard Wolff's Cure for Capitalism ideas about a society centered around worker cooperatives.

I admit, motivation and innovations are issues to be tackled, as well as finding ways for people to discipline their time. Like I said it's really hard to get historical data for those sorts of things. Right now I'm just working on trying to model in what happens if you switch where you invest your monthly income instead of selling and incurring capital gains tax.

My instinct, however, tells me that corporate and municipal bonds would have potential risk problems from potential defaults. If you want to use them as a safehaven asset you'd have to be very selective. In which case the yields won't be very much better than treasuries. Honestly, the best option would probably be agency debt if you can get it. Slightly higher interest than treasuries and almost as safe. The issue is that I believe you need a brokerage to buy them instead of just getting them off Treasury Direct.
