I don't think you understand how blockchains work. There's a handful of "full nodes" that sync a relevant period of blockchain to a device requesting it.

Once Obelisk is released, the full node system they're on now will run on consensus rather than to the masternode, keeping Skycoin free from 51% attacks through its entire lifespan.

It's part of their distribution plan. Skywire is incentivized in various methods. Right now a testnet is being incentivized and Skycoin allocates a pool of monthly funds for it.
