Yes, my Div cow CTL is one example; fat 0.54 each quarter for total of $2.16 per share. Cheap now at under $20 per. Revenue reports are golden; plenty of money to pay debt, payout that div, and fund other company projects with no problems. nah. PE ratio can change quickly. for example PE ratio of an oil company can go from 4 p/e to 200 p/e or even loss over a few months due to an oil price downturn.

There needs to be reasonable expectations that earnings will continue into the future, and those expectations need to be likely to be shared by others soon (if the market is delusional, it's doesn't matter if they're wrong and you're right. you still get justed, at least short to mid term).

imo 15 p/e isn't that high. remember that index funds give like 8-11% yields a year. that's more more earnings than 15 times price / yield
