It's not complicated. It's just that it basically reduces the size of your deck by 6 cards if you run 3 of them.
Smaller decks are more consistent and therefore better.
Thus if it wasn't banned it would be in every single deck just because it thins your deck by 6 cards and makes it more consistent.
