Yes and no its really apples and oranges

Xlm is faster, cheeper 100x, has built exchandge and aims for value transfer of everything (tokenization), ethereum smart contract turing complete unlike xlm but everything does not need that level of abstraction.

Short term it should outperform it hard (end of Q1 2019 is eth scaling solution, maybe later), long term i think they will coexist due different use cases and level of centralisation
