The only thing they can short to 0 is paper bitcoins and since paper bitcoins aren't the primary way to trade BTC (unlike paper gold is the primary way to trade gold) it doesn't matter at all.

No, I guess most deals will be done OTC yet I do believe that they'll eventually have to resort to open markets through a dedicated coinbase service or other similar ones. I seems to me that people are grossly underestimating the amount of circulating leveraged institutional money. There's not even enough BTC for every fidelity client, ten banks buy 20k btc and there's be no left in the immediat open market (and 20k is something that even some private funds could dedicate to bitcoin as an alternative investment)
