EOS is all about decentralised governance. Instead of greedy miners we have block producers who are actually stakeholders in the network. Only the top 21 block producers recieve inflationary coins. They are obliged and incentivised to do good for the network otherwise they will be voted out and new block producers come. The vote that an account casts decays over time. So the initial block producers will not stay block producers forever unless they prevent other candidates from outshining them.

Arbitration may not ever be necessary if you setup your account with proper permissions using built in multisig and assign proper weight. You can have your base 'savings' account but only allow a separate account to actually use it with the additional permission of another account.
