I saw a thread a couple days ago claiming that this part of the Chainlink terms and conditions is referencing the limitations of the Ethereum network.

Can someone explain to a brainlet how the scenario they're illustrating here could happen?

If chain link takes off and becomes popular, then that means a lot more usage of the eth network. Both link traffic and dapps using link. If the scaling issues of eth aren't solved by then, there will be a large increase in fees and a decrease in speed, due to network congestion. This could cause delays in any calls to nodes, or it could cause calls to be prohibitively expensive. But the advantage of link is that it's not stuck on the eth network. They could move blockchains if they had to. Probably.
