They have 100% control over the network, it uses 101 whitelisted (by them) nodes. It's a PaaS company. The 'governance structure' gives 50% of votes to these nodes, another 50% to VET holders. In addition, only 41% of VET tokens were offered for public sale.
There's no possible future in which that arrangement ends up being profitable for holders.
It would work with stock, but as it is there's no legally binding obligation for them to use the tokens in any way.

What's going to happen is once price pumping with partnerships stops working and people start demanding money flows from the users, they are going to redesign the system so that the entire revenue goes to the company and few biggest partners, with tokens owners completely shafted. Assuming there's any revenue in the first place.
There's literally nothing preventing that scenario except for their good will.

PwC carries out a huge proportion of all the audits in the world. It is inevitable that individual auditors will make mistakes or be corrupt from time to time given the scale of the operation. But here we are talking about the company itself buying in and being part of the setup, specifically taking on a role that is intended to guarantee the rights of the stakeholders. If they were involved in such a massive, impossible to hide public fraud as to suddenly restructure the whole operation so as to deny the promised returns to stakeholders, not only would they be criminally liable but they would also basically destroy their business. There would be no 'let's hope we don't get found out cover'. It would destroy them (the China and Pacific branches) utterly. And that's to say nothing of DNV GL, whose main purpose for their whole existence is to be the trustworthy third party everyone can rely on. They aren't going to go within a hundred miles of potential fraud, let alone publicly take part in an actual criminal conspiracy.
