The government is super inefficient and bloated as fuck. Many of the services they perform are needlessly convoluted in ways that make them "have to" employ a superfluous 3-6% extra of the population as bureaucrats. It's ridiculous. Speaking as a Norwegian btw.

The whole apparatus dealing with trying to get neets to work and judging who should be put into this or that program is the worst here. They'll literally pay business indefinitely so the businesses allow people to work there for free. Most of these people are perfectly OK low skilled labour. They just don't get hired normally because they're a bit weird personality wise and the unemployment rate is high enough for employers to pick and choose.
The government also pays these people a low wage. It's basically state subsidized de facto slave labour that businesses can use. Businesses that do work that needs to be done anyways and for which they would otherwise need to hire people normally and pay them a wage directly. It's absolutely insane.

Our housing prices and renting prices are also inflated as fuck because the government gives assistance specifically for renting houses and for buying houses if you're poor. People just outbid each other until everyone is the same amount of poor as they would be anyways after the rent is paid or the mortgage payment is paid. The only difference is, tax payer money is effectively funneled to banks who charge interest and lend to businesses and people who buy properties to live in them and rent in them.

All of these things are dressed up as "things done to help the poor and the weaker in society". They all effectively fuck over the poor and weaker (higher income tax leads to lower employment) and all wage slaves (high income tax).

They're so good at making all these things seem like "socialist" initiatives while they just end up funneling money from workers to the owners of property and capital. FUCK YOU Norwegian government.
