This is mostly true. The premine was originally locked, but with the move over to Atlantis, it had to be unlocked due to not knowing the rate of block creation. The argument used against seeing whether premine has been spent or not is "you can't check a wallet's balance in Dero if it is private"; however, you can check what a balance was at a current timestamp. Back when Dero was on the decline at about 90 cents, the premine was still 100% intact. If the devs didn't dump their entire premine when it was worth $4, why in the living hell would they dump it now that it's worth 30 cents? At $4, they could have slowly cashed out and easily made $2-3 million, but they didn't. Instead, they haven't cashed it out and are still working on the technology.

He could have commited all the code in git for people to compile and run in the testnet, but he chose to implement it in mainnet BEFORE even testing properly (and not even released the code at the moment).
