CUDA is actually just for Nvidia GPUs; I've used it. So no, if they don't use Nvidia GPUs, they can't use CUDA -- CUDA is a software library just like scikit-learn or TensorFlow, except it's hardware specific, which is very advantageous for Nvidia.

At this point in time, I think Elon should be focused more on hitting his production goals than on his self-driving cars ambitions, which have already panned out pretty nicely.

Google is the only big four tech company I know of that decided to go ahead and start making their own AI chips.

Nvidia is possibly going to try to make AI chips since this would cut into their market share, but I don't think anything exists on the market to a mass produced scale for AI aside from just using GPUs (this is why chip manufacturers will benefit hugely from deep learning). Google's TPUs are the closest thing.
