It started as a scam, for sure. Justin Sun never worked for Ripple. In January he dumped his massive bags and made over 1 billion.

The problem is, a lot of people took it seriously and volunteered to join the project. Somehow it became a real thing, even if the original plan was just to flip the ICO and dump bags on Chinese investors. They copied all of the tech form other projects and will be inheriting 100 million active users from BitTorrent. Tron is too 'big to fail' now.
