My issue is when a clueless PM starts it out in buckets to cover up the fact he is completely divorced from his project and has no idea what's going on. There's also a few Vendors/Consultants my team works with that try to use this strategy when they fail to meet their deliverables and obligations.

The recruiters are usually interested in "smart" people, no matter their educational background. So IQ tests (they don't call them that) are basically the only way to measure this. SAT/ACT scores are also used sometimes.
