you must not be familiar with nchain's "Oracle". ofc they call it a "module" that runs "parallel to the mainchain" ... but, if it looks like a duck and quacks like a duck... it's a second layer solution.

yeah no matter how i look at Oracle it just looks like a program that acts as an outer loop in a programming language. something that generates transactions to update states of smart contracts.

that isn't similar to lightning network what so ever.
