They are both bitcoin pioneers. Sergey registered smart contract before the bitcoin whitepaper was released. Many though Sergey was BCNext but it was actually Come from Beyond. They both worked side by side at NXT. There are many other connections as well

Chainlink is blockchain agnostic. It can run on IOTA very easily. DESU it would be foolish for IOTA to implement oracles on their own considering they are having enough problems with tangle and progress as it is. But if successful, the tangle and IOTA would give chainlink a platform where there is no gas cost which would lower the premium for chainlink calls significantly.
