which leads us to the issue that all of this is just a system. these are high functioning NPCs that act as the mouthpiece for the system. but the system is broken. the machine isn't functioning properly but all of the parts of it are still going at full capacity unaware that the other parts of the system aren't working. but these are NPCs, they don't have enough self awareness to understand that.
