Here's the gag, it was actually supposed to be accented with blue and red lights together with the white searchlights tying everything into an 'murrican theme but ALL of the news cameras zoomed in so you only saw the red backdrop with the marines at attention. I see what they were trying to do but because of the perspective, Biden unironically rocked fascistic vibes with the speech. If I didn't know any better I'd say they were trying to appeal to those who like that authoritarian aesthetic.
