There is an entire logistics network on Earth that one can rely on for getting a package from an intermediate destination to the final, no such thing exists in space so you have to bring your own fuel if the first leg doesn't get you there. A better analogy is if the only cargo freighter you could afford a container on dropped off in Antarctica so you had to pack a small cargo aircraft and fuel in addition to whatever shit you were trying to deliver to your final destination.
