Actually they can. They've been doing it without short-selling since at least monday.

Monday price action, volume and reported short interest afterwards as a whole make no sense unless they sold shares they don't have and covered with shares they don't have.

What they're doing isn't naked shorting anymore. They are naked selling shares they don't even claim to have borrowed.

This is why Short Interest went down even though there was a clear dump on monday.

They will fail to deliver many millions of shares towards the end of the week. 3 days is the time to settle trades, delivering the shares.
