It's because metals are pegged to the USD. For non-USD holding nations there are more hurdles to make before metals arrive to your country.

Also volume. There are tons of metals stackers and there is a massive community in America, so imports can be made cheaply in massive volumes. In a smaller country where there is less demand and its currency less valuable to the metals market, you can only import less at a time and have more expenses over all.
