Exchanges are mostly a scam, people don't actually withdrawal their tokens so it is all a big pool of shit the exchanges can do whatever the fuck they want with.
So the only goal right now for Binance and CB is to get as many people as possible to deposit UNI.
They then control those governance tokens while the user "makes money". They want to control enough of the pie to enact massive fees on the platform to drive people back to centralized exchanges.

In theory couldn't you just break into Ledger's corp offices or kidnap one of their lead engineers family members and force them to push a bad software update that pushes master keys to a malicious endpoint?
They have literally sold millions of these things, and every time someone uses their Ledger they would be prompted to apply this new signed firmware citing some bullshit security threat. Even if you only hit 10% of the audience before someone finds out that is hundereds of thousands of master keys linked to millions of crytpcurrency wallets. There is a bigger score waiting at an insecure office in Paris than there is in Fort Knox.
