Always was. Long before the first coinage was ever struck silver jewelry and trinkets were exchanged by weight as money.

To further flesh out this idea, for thousands of years before the first coins were ever struck it was stuff like this that served as money, where weight was the only thing that mattered. We've all seen the bronze age biblical references to Talents or Minas of metal, they would have consisted of crude bars, jewelry and random scraps. When coinage was introduced the psychological doors were opened to eventual debasement and then reconstitution of the very concept of "money" from a commodity to merely a measure of value. I'd be incalculably gratified if we live to see that pendulum swing back.
