Welders come from all walks of life. We get women, dudes straight from high school, plenty of Mexicans, blacks, an other minorities. I've seen black kids with their pants around their ankles run overhead welds no problem. I've worked next to Hawaiians(They're quiet) Mexicans(Mellow) Blacks(Loud, but funny I guess) I've worked next to a Native American dude who was 80 years old. Never said a fucking word. TL;DR, welding is OK for minorities.

That doesn't happen much nowadays. OSHA, ANSI, AWS all have standards that must be met. Gasses can't accumulate in harmful doses, so they're usually sucked and filtered outside, or you're outside, in which case you're good. Also, with the advent of auto-darkening helmets, getting flashed isn't really common. If it's unsafe, there's probably a safety regulation that's being broken.
