Government agencies are throwing millions of grant dollars at PhD students who develop things they want developed. The things they want developed are on their websites, and the university you are at will help get what you are working on listed on government websites just waiting for you to file for the grant.
What you are looking for is a good engineering, material science, bioengineering, etc. school that has at least a decent business school and a great tech transfer office.
It doesn't have to be a fancy school. Lots of land grant universities fit the bill.
