Found this in numista. The original smiley! It's kinda hard to make out the numbers but it actually says "50 ans de sourires".
And although it's a 2022 coin, I have no idea where you'd buy this. Don't remember seeing it on laposte.fr last time I browsed. And as far as the silver content, it's only .333 of a 17g coin, so if you're paying 10 euros for it, that's nearly $55/oz. Which I guess sounds about right for the kind of overprised stuff they sell on laposte.fr, heh.
