ICP is a permissioned network so it's inherently centralized, that permission coming from a central authority. On the other hand, Avalanche is the most decentralized smart contract PoS network where the majority of nodes are run at home due to low hardware requirements for validators.

First off see pic rel. Second, AWS has had a dedicated AVAX validator offering for awhile now and they still make up less than the liveness threshold for the network, this announcement doesn't really change anything. Third avalanche can easily be run on consumer hardware such as a laptop so if people don't like how AWS handles things they can simply switch to running it themselves until a better solution is found.
What this announcement is showing is mainstream adoption of Avalanche in a huge way by the biggest cloud compute/storage player and is aimed mostly at institutional/corporate use cases where flipping the bird to Uncle Sam isn't really important. It doesn't change the fact that the primary network is permissionless and can be decentralized to the extreme. This of course makes desperate baggies very upset and causes them to shit up our threads with inane bullshit.
