You are ignoring context. We understand that this person appraised the situation, saw his community was going to be directly impacted and in dire need, and jumped on the opportunity to scalp them. We can deduce that he is morally bankrupt, on top of being a threat to general welfare. Therefore it is acceptable to use force against him, which is on the same moral level. Understand?
