It's an inverse version of human instrumentality.
During human instrumentality, everyone's souls are sort of sloshed together so that our true internal selves can fully interface with and understand everyone else's true internal selves.
During human instrumentality/third impact, the external world melts away. It is no longer important.

The modern mass culture wasteland denies the inner self. The parts of human existence external to the self are homogenized and stripped of all quality. The internal self is ignored. The ability of individuals to interact on a true and spiritual level is negated. Communication and true understanding becomes impossible, as even the meanings of the words we use are neutralized.
