BAT's economy is being cornered by a handful of whales via swing trading which suppresses the price. The same thing is happening with LINK and a few other coins but people aren't hyperfocused on BAT like they are their stinky linkies.

What changed this year beyond the obvious bull run is Chinese/Indian traders funded by their Governments and billionaires pumped the price to 50 cents+ to liquidate American and European leverage traders.

Might be hard to follow along with this but it's interesting to note:
>chinks and pajeets pump the price knowing multiple whale swing traders are not just swing trading, but leverage swing trading
>veteran swing got caught with their pants down for the first time in years
>unexpected price spike (pump) to 50 cents liquidated $100m+ in BAT
>non-swing trading whales saw the liquidation and bought the books out
>burger and euro whales desperately trying to get the price below 35 cents to buy back in and recoup their losses
>retail investors unknowingly buying into a pump
>chinks and pajeets are now swing trading between 45 cents and 60 cents to increase their bags

So to answer your question of why the price is stuck below $1 it's because market makers have been suppressing the price for years knowing it's a $3-5 coin. The price began to run due to the pump and now we're seeing the price suppressed as whales who got fukt are trying to buy back in.

One of two things will happen:
>burger and euro whales win and the price goes below 35 cents and crabs there for another year or two
>retail and china/india traders buy out the 45-60 cent range and we move up to $1.20 -> $1.50
This exact same scenario but with different countries is playing out with LINK, LTC, DOGE and a few other assets. Most of the market is manipulated but these are some of the most obvious to see firsthand by studying the charts.

Sorry for the essay, but it's a very interesting moment in the crypto market's history.
