Let's be generous and assume you live in one of the handful of states which does not tax the winnings. The IRS takes 37% of the 700 million (24% automatically withheld plus the normal tax bracket when you file in April).

You now have about 440 million left. If you put that amount into one of these "high yield" savings accounts, your money would no longer be fdic insured (250k maximum per account). To maintain fdic insured status on the funds, you'd have to open up over 1700 different accounts, all containing 250k or less, and you'd be gaining 220k in interest per year, which of course is taxable income.
