It's a soft cap but the slope with which the supply increases will be very small. Whether burned fees are going to compensate for it will have to be seen (just as it remains to be seen if bitcoin can survive without block rewards).

Ethereum will have an actually sound issuance policy in place. Bitcoin assumes that tx fees will cover miner expenses once the block rewards go to zero, for which no economic proof exists that this will be viable.
