Can someone explain to me why would the new rate cut harm the economy?
I know in theory you cut it to expand growth, but $ is very strong at the moment and seems to become even stronger due to EU weakening (brexit), but what I don't get, how is that supposed to impact indexes in a bad way?

Maybe Satoshi is right again and this is why they keep delaying the BTC ETF!

not really, you could set a cookie and go by IP if only one cookie was ever assigned to that IP. posts that were tipped get a little flag, click on it to claim the tip (if 4chan detects that you were the poster).

threads don't last forever on 4chan and if nobody claims a tip when the thread 404s it would just go back to the tipper

this would be a solid solution to enable 99% of the tips to be delivered. only time it wouldn't work is for threads that last several days or if someone is not accepting cookies + changing IPs
