Don't think it will be a hardliner 1933-style "gimme your gold" law but under a new gold standard physical holders will be peppered with annoying little laws and provisions to make people adopt the paper/digital money.

Or conversely, there will be tons of benefits and credits made to sweeten the deal of handing in your physical. Either way, under a gold standard the goal is widespread adoption of holding the paper/digital currency. Physical holders goes against this principle and the government will use any means necessary (bitter or sweet) to lessen their holdings.
