New SBSS issues are most reliably sold through GoldenStateMint. I'm guessing they seem to be their chosen outlet store. Once a theme has done its run, they'll only be found when someone decides to sell what they've got, so second-hand. And don't begrudge ebay sellers - many special themes from SBSS were stupid expensive from the get-go. Sellers recoup.
Check out the GSM site - there are SBSS rounds there now. "Freedom Girl," "Trivium Girls," and "Justice" themes among others have have been around for years.
