A Nice idea but not economically viable on a large scale.

The only countries that could use it successfully are small, low population density wealthy countries like finland, norway, etc.

It does not work in countries with to many people or too little money.

Basically, its a luxury reserved for already wealthy countries where there is little need for it. Try doing that shit in china, india, or even countries like the UK or USA and it will collapse quickly because of the amount of money being distributed compared to the relative small amount of money coming in from tax payers.

Its a simple money in vs money out problem.
