It's a step in the right direction. Neuromorphic chips or a neuromorphic cluster as it is today most likely will not be the most effective/efficient permutation, given enough time, a machine learning algorithm would deduce what structure the artificial "brain" and its materials needs to be for pseudo-sentience/artifical metacognition. That's all it has to be to be indistinguishable from a human and it will find its own way.

Who's to say the end product will be silicon nanotubules? It's a speculative theory that may turn out true. It may turn out to be gold in an undiscovered nanostructure. Or back to carbon. Time will tell. However, all matter is interacting with the quantum field or it would simply not exist.
