Any base material gathered outside of Earth's atmosphere and gravity well ain't ever coming down for 2 reasons:
> Getting raw materials into space from Earth costs a fuckton of money, if you can mine those base materials in space where you need it, it will always be cheaper to do that
> Getting raw materials back down to Earth means you have to slow it down, that costs an enormous amount of money / weight. I don't ever see rockets descending our atmo with anything we already have here
