Considering that there are multiple floats out there, brokers will ALWAYS have non-DRS'd shares no matter how many shares get DRS'd. You know, on account of the naked shorting. Come on, it's simple math. Even if 99% of the float is DRS'd, there will still be a ridiculous amount of shares still in brokers.
