The correct ratio actually depends on the capital stock. You'd want a 0% capital gains rate to get people to put their money into the market, issuing bonds, things like that when interest rates are high.

Adding the double taxation of capital gains (up to or beyond the ordinary income rates) encourages consumption over investment for those who have extra savings.

Which means right now we probably want capital gains to be taxed more than income.
