Proof of Work and Proof of Stake are both Sybil Control Mechanisms, its basically just Spam Protection and doesnt say anything about scams. its just to prevent you from flooding with miners/validators.
Just look at PoW scams like Kadena or Bitcoin Cash. PoW isnt the issue here.
