What is easier to attack is easier to defend. Literally every household in the modern world is already fully equipped to start fighting back at a moment's notice, no need to buy dedicated hardware or download the blockchain anymore either. Darknet remote nodes = said households can mount robust defense anonymously, without their ISP knowing they're doing it.

Furthermore, no mining farms = nothing to directly target.
Furthermore, can't ban the importation & sale of general purpose CPU devices
