It probably would be easier for me just to put up a bunch of flyers that I am looking for a playable demo of a game and that I am willing to fund it. Get up to kickstarter levels of complete, get more funds with a kickstarter campaign, then push it out with all the bells and whistles and have the studio be financially sound.
What you are purposing almost sounds like an institute. And the problem with that is that it would get filled with a ton of bad game ideas and I would not be able to audit out all the bad games unless I had a decent barrier of entry.
