why so complicated tho?
it's so much simpler...
basically it could go like this:
each voting candidate receives a mail package that contains a special envelope that is free to send back via mail.
each envelope is not uniquely identified but has sufficient anti-counterfeit measures not to be producible. you put a public key / eth address in qr code inside and send it back.
you receive a voting token to your wallet upon successful registration. from here on voting can be done electronically.

alternatively they could use trucks to roam the streets and collect the envelopes after checking the identity of the voters for eligibility if they don't trust the postal service not to lose envelopes.
