You are falsely equating percentage points with percent increases.

1.09 to 1.11 is not flat. 1.31 to 1.27 is not flat.
You are forgetting that we saw MASSIVE bond sell-offs the week before. Going from 20+ basis points in a single day to less than 1 BP is NOT normal. This does not happen.
