Federal reserve bank holds it in an account and doesn't touch it by design.

When you want your money back they give it to you.

No banking service like that fundamentally exists in the market today, because banks are free to invest the money or loan it out, which is how most money is created, and also why banks fucking collapse (they gambled your money and now it's gone).

Many individuals and businesses just want to use banks to store their money so it isn't in their mattresses because they have other plans for it later, they don't want it being gambled with.
